Secret Ballot Article 2
The Secret Ballot question shown as Article 2 on the Town Ballot for the November 2, 2010 election reads as follows:
“Shall the municipality approve the Charter revision recommended by the charter commission?”
The charter commission submitted a final Charter with revisions to the Board of Selectmen on September 15, 2010. The major revision to the Charter is the change to a Town Manager/Selectmen form of government. The Annual Town Meeting remains in place which allows for citizen participation and voting on the Town Warrant.
There are several housekeeping items which include changing the Board of Selectmen to gender neutral language to become the Select Board. There are renumbering changes as well as minor word changes.
Other revisions include modification to the budget process and are stated in Section 5.03. The revised process requires the Town Manager to submit an initial budget to both the Select Board and the Budget Committee. The public is given the opportunity to provide public comments before Warrants are prepared for voting at Town Meeting.
A provision limiting compensated contractual or business arrangements while serving as a Select Board Member is outlined in Section 2.06. There is also a limitation outlining when family members of a Select Board member may be employed by the Town.
A new provision, Section 2.08, has been added to the Charter authorizing the Select Board the power to appropriate money from undesignated funds for any emergency affecting the public health, safety or welfare. The sum for an appropriation in any single fiscal year may not exceed one-half (1/2) of 1% of the municipal operating budget for that year. This process would be done without having to go to a Special Town Meeting.
The Board of Selectmen anticipate the cost of a Town Manager will be approximately $120,000 per year for salary and benefits. There is existing office space at the Town Office for a Town Manager.
Copies of the revised Charter are available at the Town Office, Town Libraries and many of the local business establishments. A final Charter and a Charter showing all the revisions are on the Town’s website www.buxton.me.us.
Absentee ballots for the November 2nd State and Town Elections are available at the Buxton Town Hall. Applications are also available on line at the following website http://www.maine.gov/cgi-bin/online/AbsenteeBallot/index.pl. Voters may request an absentee by calling the Clerk’s Office. All Buxton voters vote at the Buxton Town Hall, 185 Portland Road. The polls in Buxton will be open from 6:00 A.M. to 8:00 P.M. on November 2nd. Buxton Little League meets the first Thursday of the month, 6p.m., at the Municipal Building. FMI, e-mail at buxtonlittleleague.org.
Community Cupboard is open Wednesday from 6:30-7:30 p.m. and Friday 9:30-10:30 a.m., at Plummer's Shopping Center at the corner of Routes 112 and 22. Nonperishable food can be dropped off during open hours or by calling Gwen Hatch 642-2396.

Leavitt’s Mill Health Center Office staff is generally available Tuesdays 9 a.m.-4 p.m.; Wednesdays 11 a.m.-5 p.m. and Fridays 8:30 a.m.-1 p.m. Patients are seen during clinical hours by appointment only. Clinics are held every Thursday from 9 a.m. - 4 p.m., 2nd and 4th Saturdays 9 a.m.-Noon and 1st and 3rd Wednesdays 5:30 p.m. to 7 p.m.

Heating Fuel Assistance
York County Community Action is accepting applications for fuel assistance through the LIHEAP Program. Applicants must pay their own heat and not live in subsidized housing. All individuals who have qualified in the past and other low income individuals are urged to apply. To make an appointment, please call 1-800-965-5762. The Town of Buxton only provides the location for YCCA to take applications and is not involved in the application process.

Don’t Pay a Late Fee License Your Dog Today
ALL dogs six months and older must be licensed by January 31st. To license your dog you will need a valid Maine rabies certificate and altering certificate, if appropriate. You can get the license in person at the Town Hall, by mail to the Town Hall, 185 Portland Road, Buxton, ME 04093 or online at www.doglicensing.com. Altered dog licenses are $6.00 and non-altered dog licenses are $11.00 each. Any dog licensed after January 31st will be charged a $25.00 late fee. All dogs must wear their license tag at all times.

Portland Pirates Hockey Tickets
Adult tickets will be sold for $10.00 each. Senior/Student (16 yrs and under) will be sold for $8.00 each.
Tickets normally are sold for $16-$18 for adults and $11-$13 for seniors/ students. Ticket vouchers are good for any regular season home game main deck seat. Vouchers are purchased at your department and then redeemed for a ticket at the Civic Center by the purchaser.
