Minutes for July 27, 2011 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:01 p.m.

  • Pledge of Allegiance

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes July 20, 2011.
Approved 3-0-2.    Selectmen Harmon and Senechal are absent.

  • Discussion held between 5:00 & 7:00 p.m.
Don Marean, a Selectman from the Town of Hollis, made a presentation to the Board on efforts that have been made to build a walking bridge to connect the two Parks between Buxton and Hollis over the Saco River.  Five Engineering students from the University of Maine at Orono took on the project to design, do all the engineering work including permitting, and all things that need to be done for a walking bridge between the two Parks.  They made a formal presentation this spring that will be shown in the near future on Saco River Community TV.  Don Marean is making another presentation to the Selectmen in Hollis, and later on this will be rolled out so the people will understand all the particulars of it.  The Board thanked Don for spearheading this project.  They thought the presentation was excellent.  They are behind the project and would like to move forward with it.    

The Selectmen discussed some of the warrant articles and questions on some of the warrants.

  • Review of Correspondence
  • Email from Marian Alexandre, So. ME. Regional Planning Commission – Re:  Results of the 2011/12 Culvert Pipe Bid Results, and Road Salt Bid Prices.
  • Invitation from York County Emergency Management Agency to a Retirement Luncheon honoring Robert C. Bohlmann.  The luncheon will be held at Mountain View Place in Sanford on Saturday, August 6, 2011 at 1:00 p.m.

  • Review of Projects and Issues
Selectman Libby has been working with Bob Gingras this week on personal property, and finishing up the real estate to get the total valuation.  He talked about some good articles in the Maine Townsman magazine, and said he has also started working on the State Valuation Return.  

Selectman Emery talked about Community Days.  He said the parade was fantastic and there was a lot of participation from different organizations.  He thanked Narragansett Number One for the best fireworks he has seen anywhere in a long, long time.  He said it was a great way to end the evening.  

Selectman Emery spoke briefly about the walking bridge.  He said there will not be any Town funding.  It is going to be funded by grants, personal funding or outside agencies.  It will not be something that will impact taxes in this community.  He said there are some really good individuals who would be very interested in helping fund this walking bridge.  He said it will be a great thing to have and it looks like it will be very economical to do in today’s market.  

Selectman Libby explained this bridge will go across the two old abutments that are directly below the old Salmon Falls Bridge.

Selectman Burns has been coming in every day taking care of correspondence and the usual things that come up.  In the summer time it is usually slower but it has been very busy this summer.  He mentioned that the Board got estimates for repairs to the Bar Mills Fire Station.  He thanked everyone who worked to put together community Days including the volunteers, Recreation Department, Public Works, Police, Fire, the sponsors, and the public for their participation.

  • Old Business
The Board has estimates for repairs that need to be done at the Bar Mills Fire Station.  Fred Farnham is working with a carpenter now to get his estimate and then the Board will move forward with getting the repairs done.

  • New Business
Selectman Emery talked about the people on Portland Road who came in some time ago with concerns about the speed limit.  The Selectmen have not received a response from the State on their request for a speed limit study.  The Board wants those people who came in to know they made the request and if they do not hear back from that soon, they will make some calls to be sure the letter went to the right place.

Selectman Burns said he has received a couple of complaints from residents on Waterman Road because that was reviewed by D.O.T. and the speed limit on sections of that road was increased by 5 miles per hour.  Some of the residents are not happy with that and would like it to go back to the previous speed limit.

Selectman Burns said they are resurfacing from Scarborough Corner on Route 22 to 202.  The next road they will resurface will be the Portland Road from Scarborough Corner to Route 202.  He recommended alternating routes for the next couple of days.

  • Executive Orders
E.O.111207024 – An order to approve an abatement of real estate taxes in the amount of $102.96 for [Map7, Lot 20-4Lease].

E.O.101107025 – An order to approve an abatement of real estate taxes in the amount of $315.81 for [Map 4, Lot 17B].

E.O.111207026 – An order to approve 53 hours vacation time for Michael Grovo.

E.O.111207027 – An order to approve a leave of absence without pay for Joan Weeman.

  • Next Meeting of the Board
Selectmen’s Meeting Wednesday, August 3, 2011, at 7:00 p.m.

  • Other Business
There will be a Blood Drive at Buxton Town Hall Monday, August 1st, 11:00 a.m. to 4:00 p.m.  Please call the American Red Cross @1-800-Red Cross to make an appointment.  All donors will receive a Red Sox/Red Cross Tee Shirt and will have the chance to win 2 Red Sox Tickets and be honored on the field as the Blood Donor of the Game.

There is a position open on the Budget Committee.  This is a good opportunity for anyone who wants to get involved and learn more about the Town.  Please contact the Selectmen if you have questions or interest in serving on this Committee.

The Buxton Transfer Station has Composters & Rain Barrels for Sale.  Composters are $42.50, and Rain Barrels are $56.50.  Please call the Transfer Station at 929-3913 for more information.
