Minutes for December 21, 2011 Selectmen’s Meeting

Members Present:  Peter E. W. Burns, Jean C. Harmon, Clifford L. Emery, Dianne M. Senechal.  Robert C. Libby was absent.

Meeting Agenda

  • Call to Order
The Meeting was called to order at 7:03 p.m.

  • Pledge of Allegiance
The meeting was held in the office of the Board of Selectmen.  There is no flag in their office.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes December 14, 2011.
Approved 4-1.

  • Discussion held between 5:00 & 7:00 p.m.
At 5:33 p.m., the Board of Selectmen voted 4-0-1 to go into Executive Session in accordance with 1 M.R.S.A. 4056(A) for a Performance Review.  The Board voted 4-0-1 to close the Session at 5:46 p.m.

The Board discussed items in the audit draft, and some Accounts Payable questions.


  • Correspondence

  • Review of Projects and Issues
Selectman Harmon talked about a resident complaint regarding street lights.  She also discussed some questions on the Fireworks Ordinance, and spoke about the business luncheon on Thursday.

Selectman Senechal has been handling routine business, and reviewing the audit.

Selectman Emery said he has been in every day and keeping up with mail.

Selectman Burns has been in the office every day, checking mail, and taking care of things that need to be done.

Selectman Burns read the Warrant for Special Town Meeting to be held December 28, 2011.

E.O.111212018 – An order to approve 40 hours vacation time for Michael Grovo.
Approved 4-0-1.

E.O.111212019 – An order to approve 82.51 hours vacation time for Susan Myers.
Approved 4-0-1.

E.O.111212020 – An order to appoint Sheridan W. Bennett to the position of Emergency Management Agency, Director, to be effective until December 31, 2014.
Approved 4-0-1.

E.O.111212021 – An order to appoint Joan M. Weeman to the position of Municipal Records Officer to be effective until December 31, 2014.  Approved 4-0-1.

E.O.111212022 – An order to appoint Clifford L. Emery to the position of Saco River Cable Committee Member to be effective until December 31, 2014.  Approved 3-1-1.

E.O.111212023 – An order to appoint Peter E. W. Burns to the position of Saco River Cable Committee Member to be effective until December 31, 2014.  Approved 3-1-1.

E.O.111212024 – An order to appoint Joan P. Kavouksorian to the position of Toy Box Committee Member effective until December 31, 2014.  Approved 4-0-1.

E.O.111212025 – An order to appoint Fred A. Farnham to the position of Trustee to Pleasant Point Park to be effective until December 31, 2014.  Approved 4-0-1.

E.O.111212026 – An order to appoint David L. Spencer to the position of Trustee to Carroll Park to be effective until December 31, 2014.  Approved 4-0-1.

E.O.111212027 – An order to appoint Roxanne A. Efling as a member of the Southern Maine Regional Planning Committee to be effective until June 30, 2012.  Approved 4-0-1.

E.O.111212028 – An order to approve 16 hours vacation time for David Pinkham.
Approved 4-0-1.

E.O.111212029 – The Board hereby votes to accept the resignation of Ms. Susan Myers from the position of tax collector for the Town of Buxton and to authorize the Board Chair to execute the Resignation and Release on behalf of the Town of Buxton and to take any and all actions necessary and convenient to effect the terms therein.  Approved 4-0-1.

E.O.111212016 – An order approving expenditures as documented in Accounts Payable Warrant #59  Approved 4-0-1.

E.O.111212017– An order approving expenditures as documented in Payroll Warrant
#57, and Warrant #58.  Approved 4-0-1.

  • Next Meeting of the Board
Special Town Meeting Wednesday, December 28, 2011, at 7:00 p.m., to vote on adopting a Fireworks Ordinance for the Town of Buxton.

Selectmen’s Meeting Wednesday, December 28, 2011, at 7:10 p.m., or immediately following the Special Town Meeting.

  • Other Business
There will be a Blood Drive at Buxton Town Hall on Wednesday, January 4, 2012, from 11 AM ~ 4:00 PM.  All donors will receive a coupon for a free pound of Dunkin Donuts Coffee.
Reminder:  Send your Rescue Subscription Form for 2012.
The Town of Buxton currently has a position open to fill a vacancy on the Planning Board until it is filled at the next annual municipal election in June, 2012.  If you are interested in serving on this Board, please contact the Board of Selectmen by December 31, 2011 at 207-929-5191.
The Town also has a position open for a Full-time Transfer Station Attendant.  Interested persons should fill out an application at the Transfer Station or Town Office or mail a Resume to Buxton Transfer Station, 185 Portland Rd., Buxton, ME 04093.  Please call Greg at 207-929-3913 for more information.  Applications will be accepted through January 6th at 4:00 p.m.
Please remember to license your dog(s) for 2012.  After January 31st a late fee of $25 per dog will be charged.

Town Office will be closed Monday, December 26th and Monday, January 2nd, for Christmas and New Year holidays.
The Transfer Station will be closed Tuesday, December 27th, and January 3rd, for the holidays.  Curbside pick- up will not affected at all so trash will be picked u p the same day it usually is picked up.

The Buxton Toy Box closed December 9th.  There were about 59 applications with over 123 children.

  • Public Comments and Questions
Chief Mike Grovo reported that the next Drug Take Back Day will be held on April 28, 2012.  If anyone needs to drop off medications, there is a locked box at the police station.

Chief Grovo provided some statistics and reported there were 375 calls from December 4th through the 10th.

Motion made and seconded to adjourn the Meeting at 7:20p.m.  Approved 4-0-1.
