The meeting was called to order at 7:03 PM

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes February 12, 2014
Approved 4-0-1

Selectman Harmon reminded us there was no Selectmen’s Meeting last week.  She and Selectman Booker were the only Selectmen here.  Selectman Booker read announcements at 7:00 PM.

  • Discussion held between 5:00 & 7:00 p.m.
Fred Farnham, our Code Enforcement Officer, met with the Board to go over his budget.

The Board talked about some assessing issues and discussed lighting for the new bridge in Bar Mills.  They are working with the Selectmen in Hollis and trying to figure out what the cost will be.  The Selectmen talked about the sign at Berry Library and discussed the current audit which they will finalize later in this meeting. They also talked about auditing services on the next 3 year contract.

  • Letter from John Sylvester, Chairman of 12 Town Group – Upcoming meeting with gubernatorial Candidate, Mike Michaud Wed., March 19, 2014, 6:30 p.m. at the Massabesic High School auditorium on West Road in Waterboro.  
Selectman Emery read more information about the meeting which is open to the public and anyone can attend.  Another meeting has been scheduled for Monday, April 28 at 6:30 PM at Massabesic High School.  That meeting will be with Eliot Cutler.  They are still trying to line up a meeting with the current Governor.

  • Review of Projects and Issues
Selectman Harmon reported that there was no Selectmen’s Meeting last week.  She and Selectman Booker were here and Selectman Booker read announcements.  Selectman Harmon has been working on budgets and setting up interviews with Department Heads to go over their budgets with the Board.

Yesterday Selectman Harmon met with a gentleman from Maine Revenue Services who comes in annually to audit our valuations.  She said that went very smoothly and he did not have any questions that she was unable to answer this year.  Other than that she has been in every day checking the mail and handling day-to-day issues.  She will be working on the Warrant very soon.

Selectman Burns said he was out Wednesday through Sunday on a trip to New York to see his son.  He was in on Monday & Tuesday working on budgets and he has been working on getting quotes for some work that needs to be done in the municipal building.

Selectman Burns reported that the Governor has decided not to “veto” LD 1762 which is the Revenue Sharing Bill so they will not be taking $40,000,000 out of Revenue Sharing this year so the towns will get the $60,000,000 that they were slated to get.  Selectman Burns thanked everybody who supported that Bill and said that is extremely important to the towns and the citizens of the State, and especially to our local taxpayers.  He said it does make a difference when the Legislators hear from the people and it is extremely important that people voice their opinions to their Legislators.  He commented that this is an election year so they have to listen to us.

Selectman Booker reported that she attended the SAD 6 Budget Advisory Committee Meeting last Thursday night.  She said it was school vacation week so there were some people absent but they still had a good discussion.  Last night she attended our Budget Committee Meeting and said that went well.  She mentioned that the Board has had some discussions lately about the Town Report and the Warrant.  

Selectman Booker said she got a call from someone at the Food Cupboard and they do have to move out of Plummers’ store by March 15 and requested that the Board mention tonight that if anyone has an idea of another place they might be able to move into they would be interested in hearing about that.  They are working on some other things as well but wanted to get that word out this evening.

Selectman Emery talked about storms and plowing he had to do last week.  He was in Friday afternoon and went over some things with Bev Gammon.  He mentioned receiving a proposal from our attorneys for legal fees for the budget and then moved on to thank the Board for keeping the budget process moving along.  He said between plowing snow this winter and just starting a job in Massachusetts he has not been in as much as he should be but they are moving forward with the budgets.  He has reviewed the budgets and said he asked the Board not to hold anything up for him.  It is easier for Department Heads to meet during the day so they do not have to come in at night.  He said he will be here if possible but if not, he will leave a list of any questions he has.

Although the Board meets Wednesday evening, they will be meeting at 1:00 PM Wednesday afternoon to review the Transfer Station budget, and at 2:30 PM to review Public Works.

  • Other Business
Buxton Recreation will be hosting a Community Pot Luck Lunch on Tuesday, March 4, 2014, at 11:30 AM in the large meeting room at Buxton Town Hall.  All ages are welcome.  Bring something to share.

The Board is soliciting bids for a three-year contract for Winter Road Sand.  Copies of the contract and bid sheet maybe picked up at the Buxton Town Office or email a request to  Bids must be submitted to the Board of Selectmen, Town of Buxton, 185 Portland Road, Buxton, ME 04093, in sealed envelopes clearly marked “BID - Winter Road Sand,” and must be received no later than 4:00 PM on Wednesday, March 5, 2014.  Bids will be opened at the Selectmen’s Meeting at 7:00 PM.  The Board reserves the right to accept or reject any or all bids.  For more information contact Tom Kennie, Public Works Director, at 207-929-4400.

The Fire-Rescue Department has openings for Firefighter/Paramedics.  The position has been posted on the Buxton Fire Department’s website and on Jobs in Maine.  The deadline for applications is March 7, 2014.  For more information, contact Nathan Schools, Fire-Rescue Chief, at 207-929-3099

The Transfer Station has a job opening for a Booth Attendant.  More information is available on the Town’s website and on Jobs in Maine.  For more information, contact Greg Heffernan, Transfer Station Manager, at 207-929-3913.  The deadline for those applications is March 28, 2014.

  • Public Comments and Questions
Traci Ann Keim introduced herself.  She lives at 16 Davis Road in Buxton and said she has been a resident of Buxton since 2006 when she purchased her home from Michael Beaulieu.

Mrs. Keim said since 2006 Michael Beaulieu has not kept up with his obligation of plowing the road.  She went on to provide the Board with details on other people who live in the same development and talked about what they have had to do to keep the road open and talked about issues they are having because the road is not kept open.  Mrs. Keim said she is coming to the Town looking for suggestions.  She asked the Board if the Town to put a lien on his property to get the road finished.  She said she is frustrated and does not know where to go to get the problem taken care of.

Selectman Emery asked for more specific information on the location.  After more discussion Mrs. Keim said she is looking to the Board for guidance.  She and the other neighbors do not know what to do and she wants someone to do something about it.  She said she and her neighbors have done their part but Mr. Beaulieu has not.

Selectman Emery said the Board will look into the matter and asked Mrs. Keim to leave her contact information.
